Our Leadership Framework: The 4 Rs
Our Citizencentric leadership framework, built specifically for public sector-serving organizations, is grounded in our experience in the public sector in BC and training in leadership, project management, process improvement, and change management.
-
Leaders of the future need to be able to adapt and innovate rapidly
-
Leaders of the future need to be technology savvy and be smart about how we use our limited resources, our people and our planet
-
Leaders of the future need to be able to bounce forward from setbacks and navigate complexity
-
Leaders of the future need to be human-centered and purpose-driven
Three core anchors are woven into every program to make learning practical, inclusive, and lasting:
Insights Psychometrics – Builds self-awareness and a shared language to strengthen collaboration and team dynamics.
Psychological Safety & DEIB – Creates safe, inclusive environments where leaders can grow, add value, and speak up.
Indigenous Perspectives & Reconciliation – Embeds Indigenous worldviews and practices, fostering reflection, inclusion, and reconciliation in leadership.

1. Habit-First Learning
We design with leadership habits in mind—then build the skills and mindsets that support them.
Focus on developing actionable, repeatable leadership habits.
Grounded in proven adult learning models (ADDIE, Kolb, Merrill, ARCS).
Every workshop follows a clear flow:
Activate – Assess and connect to prior experience.
Demonstrate – Explore real-world examples and case studies.
Apply – Practice through simulations, reflection, and action planning.
Content is gamified, interactive, and tailored to the public sector context.
2. Inclusive & Safe Learning Environments
Psychological safety and inclusion are woven into the DNA of our programs.
Facilitation is trauma-informed and culturally sensitive.
Content is adaptive and accessible for different learning styles.
The 4 stages of psychological safety align with our 4 leadership pillars:
Inclusion – Can I be myself?
Learner – Can I grow?
Contributor – Can I add value?
Challenger – Can I speak up?
Indigenous worldviews are integrated through a two-eyed seeing approach, blending Indigenous and Western perspectives.
3. Social & Experiential Learning
We design for learning that’s shared, applied, and sustained over time.
Mix of in-person and virtual formats for flexibility and engagement.
Uses storytelling, reflection, games, and real-world problem-solving.
Encourages peer learning through coaching circles, mentorship, and communities of practice.
Includes micro-learning moments (5–10 minutes) to reinforce knowledge between sessions.
4. Continuous Evaluation & Feedback
We measure what matters and refine as we go.
Guided by Kirkpatrick’s Evaluation Model (Reaction, Learning, Behaviour, Results).
Uses pre/post surveys, polls, quizzes, and participant feedback loops.
Embeds feedback into every program to create a culture of continuous improvement.
Tracks long-term outcomes through longitudinal reporting and growth assessments.
What Leaders Are Saying
“Jay delivered an Insights session for our leadership team. He connected strongly, keeping our people engaged and interested from start to finish.
I love that Jay was able to change body language from defensive and skeptical to open and curious. Jay brings a deep facilitation skillset, continuously shifting us across activities (discussing, drawing, reflecting, diving into activities, writing on easel sheets - you name it!).
Most importantly, the team loved that activities were interactive and welcoming!”
-Susan Walters
Chief Librarian, Richmond Public Library
“Jay played a key role in initiating, planning and leading the City’s first interdepartmental and interagency workshop focused on the problem of minor homelessness incidents. His ability to foster cross-organizational, cross-functional collaboration enabled us to form a unified front against this complex problem.
Demonstrating an impressive knack for synthesis and high-impact facilitation, Jay has succeeded in directing our collective focus towards critical issues and drawing out short-term manageable quick wins that we can focus on.
-Mark Corrado, Director, Bylaws, City of Richmond
